Situated in the South of Northeast China, on the North of the Liaodong Bay and in the center of Liaohe Delta. In the West and North Panjin is close to Jinzhou and in the East Anshan, in the South Liaodong Bay. Panjin city is governed by Liaoning Province directly approved by the State Council in 1984. Panjin has two counties and two districts under its jurisdiction, covering an area of 4,071 square kilometers and having a population of 1.21 million. The climate is part of warm temperature zone with monsoon climate that is quite distinct in each season. Annual average temperature reaches 8.6℃. The frostless season is about 170 days. Annual average rainfall is 627 mm, Sunshine hours are over 2700 hours. There are 21 rivers in Panjin. Its drainage area are3,570 square kilometers, its annual flow is 15.5 billion cubic meters. Liaohe River runs through Panjin that has great economical development potentiality, because it is rich in minerals, abundant oil, natural gas, welt salt and sulphur resources. The third largest oilfield in China—Liaohe oilfield is situated here. 

Panjin lies in the joint area between the cities in the middle part of Liaoning and the cities in Beijing, Tianjin and Tangshan. It is located not only in the binding part between the opening zone in Liaodong Penisula and the opening zone in Liaoxi economic development zone but also in the combination part between the Northeastern economic zone, and Huabei economic zone. It is the crossing point of Northeastern Asian economic circle and the economic zone around Bohai Sea. In recent years Panjin’s national economy has kept a healthy, sound and rapid development trend. Under the correct leadership of Panjin municipal party committee and government, Panjin people has carried out our party’s policy of reformation and opening firmly. Panjin has implemented the strategy of “Establishing Panjin by ecology, Strengthening Panjin by industry, Thriving Panjin by science”. Panjin has made great progress in economy, politics and other social undertakings by developing export-oriented economy and speeding up construction pace. Nowadays, the urban strength of Panjin is increasing rapidly, the urban function is getting perfect, the notability of Panjin is promoting unceasingly. The GDP in Panjin has kept the fouth in Liaoning Province and the general industrial output the third as well. 

The scenery in Panjin is beautiful and unique. The Shuangtaizi Estuary Reserve, a national natural reserve, here covers an area of 80,000 hectares that is an important wetland in the world, with luxuriant reed fields and extensive tidal-flats. It shelters 321 species of wildlife, including 31kinds of national grade ⅠandⅡ protected birds, such as red-crowned cranes, saunder’s gulls, white swans etc. Along the 118 kilometers coastline extends the Red Beach----the wonder of the world, which is one of the 50 Fine Landscapes in Liaoning province. It has been listed as international tourism line by tourism bureau of Liaoning Province. “China Liaohe Forest of Steles” which collects over 2000 excellent handwriting records of all the dynasties. Moreover, it is the only one successive stele in China. The clam mound in Erjiegou is called “the Golden Beach” in Bohai Sea. It would be very interesting to stamp on the clam in the sea. 

Industry 

Underground, Panjin has abundant oil and natural gas resources, whose accumulative proved reserves are 2.1 billion tons and 178.4 billion Cubic meters respectively. The annual production is 1.5 million tons and 1.76 billion respectively. “The five main general purpose resins”, PE, PP, PS, PVC, and ABS, are all complete in Panjin, whose annual output totaled 600,000 tons. The annual output of synthetic ammonia urea and compound fertilizer are 600,000 tons and 250,000 tons respectively. Panjin has very strong capability in processing oil, plastic as well as machine. It has formed initially an industrial setup that takes natural gas tapping as the dominant industry and chemical, plastic and building materials as the supporting industry. There are altogether three big industrial zones namely “Tianhe, Bohai and Xinglong” and over 100 petrochemical enterprises. There are many large and medium-sized enterprises such as PetroChina Liaohe Oilfield Company, Liaohe Petroleum Exploration Bureau, Liaohe Huajin Chemical Industry (group) Co., Ltd., which have already entered into the 500 largest enterprises in China. 7,000,000 tons crude oil and 1,300,000 tons road asphalt are produced per year in Panjin. Furthermore, the output of asphalt in Panjin constitutes over 1/6 of the national output. 

Panjin has a provincial development zone which adopts the advanced concept of “free of administrative fees and inspections” and one-stop services. So far businessmen from Japan, Korea, Hong Kong, Macao, Taiwan and other countries as well as areas have settled and invested in Panjin.

Agriculture 

Owing to a sound ecological environment. Panjin is one of the ecological model cities nominated by Chinese Environmental Protection Bureau. As the first national ecological model area in the north of Changjiang River, Panjin attaches the great importance to the development on the organic food. By doing so Panjin becomes the leading city in this aspect and has already got remarkable effects on economy environment and society. 

Panjin is the important commercial grain base and the exporting base for high quality rice. The breeding area by using the rice land is 180,000 hectares. The breeding area for river crab reached 400,000 hectares. River crab is one of the special local products. The largest reed that can grow 500,000 tons reeds is situated in Panjin. The breeding area for fish, crab and shrimp covers 23,300 hectares. The model ecological agriculture superior area based on the ecological breeding farm has formed. Dawa County ecological farm was listed in “Global 500 best farms” by the environmental program office of the United Nation.

Infrastructure 

Panjin is located in the center of Beijing, Tianjin, Changchun and Shengyang industrial base. With Beijing-Shengyang Expressway, Panjin-Haicheng Expressway and Beijing-Shengyang Rapid Transit Railway converging here, Panjin has transport facilities. Panjin port at Great Liaohe Estuary has two 3,000-ton berths brought into use, water transportation is becoming even more convenient Goubangzi-Haicheng Railway runs across Panjin. The distance from Panjin to Dalian, Bayuquan, Jinzhou Port is 350 kilometers, 140 kilometers, 100 kilometers respectively. From Panjin to Shenyang airport is only 140 kilometers, it lasts about one hour by car. Panjin modern stereoscopic transportation network is forming up. Post and telecommunications grow fast. All the counties in Panjin have installed international direct dial telephone. International posts and international telegraph business can connect to more than 200 countries and areas in the world. The municipal telephone popularized rate comes out at top of Liaoning province and the rural telephone popularized rate ranks the first in Liaoning province. Panjin has established an advanced modern communications network that has program control for telephone exchange, optical cable for network transfer, fast speed for information transmitting, integral for urban and rural telecommunications. Meanwhile, it is a high technique, good quality, fast speed, sound and unified network. 

Panjin has sufficient electric power which connecting Panjin power network with Northeastern network by 6 high-tension transmission lines with 220 kv. The 9387 km long and altogether 305 power transmission and distribution lines extend all over Panjin. The annual power supply is 5.6 billion kilowatt hour. Panjin has rich water resource with 5 clean water plants and 10 high standard water distribution ponds. The 669 km water supply pipe can provide the city 334,000 cubic meters per day. There is a natural gas plant that can produce 200,000 cubic meters per day. The 537 km natural gas pipe can supply 18,000 tons liquefied gas per year. There are altogether 6 financial institutions in Panjin. At the end of 2003 the deposit balance (both RMB and foreign currencies) is 31.97 billion Yuan RMB and 15.42 billion Yuan RMB for loan balance (both RMB and foreign currencies) as well. There are not only 16 international hotels but also many commercial service units spreading allover Panjin that can provide the businessmen and tourists both from home and abroad with good living environment and high quality service.
